When the Balcones Canyonlands Preserve was created in 1996, city parkland fell within its borders. Recreational use at city parks — from rock climbing to mountain biking to motorcycle riding — was grandfathered in. Now as the preserve’s staff retools its public access rules, some recreational users are worried that they could be pushed out eventually, while Preserve staff say that is not the intention.
