Time Warner bumps KLRU2 from Channel 20 to Channel 255

Time Warner is jiggling its lineup — again. And this time KLRU2 is following “The Dog Whisperer” to the cable company’s digital tier.

KLRU2 is public TV station KLRU’s second channel, currently available on the standard tier’s Cable Channel 20 and also on digital Cable Channel 255.

Effective Tuesday, KLRU2 will be dropped from Cable 20 and available only on Cable 255. (KLRU’s main channel will remain on Cable Channel 9.)

Launched in 1988, KLRU2 carries self-help and how-to programs in the daytime and mostly repeats of PBS programs in prime time.

You may recall Time Warner did the same thing with the National Geographic Channel (NGC) a few years ago, effectively bumping “The Dog Whisperer,” one of NBC’s most popular shows, off the basic lineup and onto the digital tier (Cable 232).

Time Warner spokesman Roger Heaney says the move was necessitated to free up bandwidth for more HD channels, although no replacement has been announced.

KLRU general manager Bill Stotesbery says he and his staff found out about the move in September, when they saw the notice on Time Warner’s Web site.

“We’re concerned to see it go off Channel 20 because it has developed a substantial audience, and we don’t know if they’re going to follow us to this digital tier channel,” Stotesbery said.

If you’ve got digital cable through Time Warner, KLRU2 will not cost extra on the digital-only tier.

I got onto the advanced channels so that I could get Simply Quilts..you took that off..then onto channel 20 so that I could watch sewing and quilting programs..you took them off...Now all you offer is cooking programs..WHY..did you remove all of the programs with sewing..I watched this channel all day...

I am so glad to find this information, I was beginning to think I was losing my mind. I record the morning painting programs for my 90 year old father-in-law. For the last couple of months he has said that when he would play the tape there was nothing but black. I thought the problem was with me, the recorder or my television - I never dreamed the channel was off the air!! I repeatedly referred to the Time Warner Programming Guide to make sure I had the correct channel and time and still no luck. Yesterday I was determined to solve the mystery so after seeing that there was nothing but a black screen when I turned on Channel 20 at the program time I called TW. Initially the support person was uncertain the reason because she too saw that the full channel program listing is still shown for Channel 20 on the programming guide- and the change took place nearly three months ago!!!! When she told me of the change I was dumbfounded and so disappointed for my father-in-law. We have digital service on one television in our house but have no way to record the program on a VCR tape so now I have no way to record the program for him. He loved the painting shows and watched the recorded programs over and over. I have been so frustrated by the move of the weather radar from Channel 44 to Digital and now to learn of the KLRU-2 move. The TW representative could give me no reason for the move as I feel certain it was purely profit motive driven. I find it very deceptive on TW’s part the way these valued programs are moved from the basic tier to a much more expensive tier, thus shutting out many viewers whose only option is to get a “box” and pay the higher rate. I can only change what is in my control so I will be looking for a cable alternative immediately.

I question whether TWC remains a utility after these moves. If not, then TWC owes property owners rent for the transmission lines crossing their properties. I'd like to be able to reset my rates/service fees to TWC anytime I want. $300 /month per property might be a starting place.

I got a sales call from TWC just recently and I complained about the loss of KLRU2 from the basic cable package. The gentleman I talked with said the move was at KLRU's request not TWC. How is that for deceptive practices. I'm read to scrap TWC totally and pull out the rabbit ears!

HOLLOWAY replies: It was definitely NOT KLRU's decision.

How despicable this action is!! One more case of corporation greed over customer satisfaction. If only they'd learn that a satisfied customer delivers much more business than a deprived one.
I"m locked in to TW since my apartment complex, Camden Gaines RAnch, agreed to install TW's full channel service thoroughout the 350 apartments, and raise our rent for the added service. At the time, I was only subscribed to the basic cable service. Yes, moving is my only option.

The rep from TWC told me the other day that it was KLRU2'd decision to move to digital early.

We are constantly being ripped off by this company: first, a hike of about $50 from our original supplier for a standard package; then, misstatements about digital turnover next year; and, then, the constant interruptions in service, for which we never get reimbursed.

We are actively looking into alternatives to this disregard toward customers. Where is the city oversight?

We probably watch more KLRU2 than the main station!! Charlie Rose late at night, Fetch and Cyberchase for the kids.

What a pain! TWC could have at least kept it until they had something to put in its place!! And don't get me started on losing the radar on 44! That was a true public service. What is wrong with Time Warner?!

Just thought and drop a quick comment about U-Verse. I made the switch to U-Verse almost a year ago when they started offering it in my area (Leander). What can I say about the service...its been fantastic. In the past year, AT&T has just kept adding new channels and not charging us anymore for them (most recently over 30 new HD channels were added). We have had little to no problems with the service (sans a gateway rebooting issue about 6 months ago which was fixed with a tech on site within 4 hours of my call to them).

Who do we complain to? This is ridiculous! We only purchase basic cable, so this takes away yet another channel while Time Warner raises prices for its basic customers. KLRU2 carries much of what my daughter watches on TV. I have no idea what ATT-Uverse costs, but it sure is tempting. These days, most of our entertainment comes from TV because we can't afford to do much else, and now they charge us more to have less channels. GRRRRRRR!!!

I agree with Nawdry. I have ATT U-Verse in my area and am making the switch. It's saving me $70/month for phone/internet/cell/cable and I get more channels - not that the additional channels are worthwhile! I sent an email to Bill Stotesbery and he said KLRU2 isn't available at all on ATT U-Verse and they aren't negotiating with them either, but they're investigating launching another channel in February. He also said a lot of their content is available over the Web.

For a family, PBS is unparalleled in it's content and positive influence on impressionable minds. My kids have grown to rely on KLRU2 to provide programming for a different age group than it's sister station. Removing it has caused great concern to them. Should I explain that this is what big companies do to eek out their last drop of profits - that quality is not of concern? Alternatives to TWC are now far more attractive.

Basic went up 50% recently, from $10 to $15 a month, and they're removing instead of adding channels? I may consider U-Verse again just to avoid doing business with Time-Warner. Comcast in Dallas was better -- many more channels on basic (although it cost slightly more) and their broadband worked with wireless without having to pay extra.

I would be happy to have KLRU2 transmitted over the air. There are several programs like European Journal and Euromaxx Highlights that I enjoy watching and that you can't get on regular KLRU.

Indeed -- I don't know why an offering from a PBS station wouldn't have an over-the-air (OTA) signal and is only available on cable. Technically it should be possible to carry this programming on OTA channel 18.3, (Create is already on 18.2), but there might be some concern about taking bandwidth from the flagship station's HD programming on 18.1.

This really shows us how unimportant we are to Time Warner. I have been throwing away the AT&T Uverse adds but I'm carefully reading the next one that comes. I often watch KLRU2, but I guess that's over now.

Besides the crass greediness of this move is the abrupt notice. Apparently TWC started announcing YESTERDAY, Oct. 30th, that KLRU2 would be removed from Basic by Nov. 4th - that's less than a week's notice. Even if we decided to upgrade to digital, TWC tells us it would take at least a week to change (and then there are issues of digital cable/VCR compatibility, etc.). Therefore, TWC have virtually guaranteed that non-digital customers will have a KLRU2 service interruption in any case.

This disdain for the interest of customers is disgusting and outrageous. We're planning to convert to AT&T Uverse as soon as it's available in our area.

We "survived" the KXAN outage with rabbit ears running into a digital HD receiver - but unfortunately KLRU2 doesn't currently broadcast on digital channels.

The stated reason is fluff. Comcast is under investigation for doing this (moving certain stations to the digital only section). It is profit motive only. There is lots of highly compressed bandwidth available to all the cable companies. It's on different frequencies too.

Just wait for the cable companies to ride the wave of confusion when NTSC (you old over-the-air standard) switches to digital (ATSC). This WILL NOT IMPACT any of you get on cable. (over-the-air IS NOT cable) TWC and others will add to the confusion and get folks ot switch to the higher priced digital TV services or move to a satellite based service.

If they are going to take channels away from the basic/standard lineup, there should be a reduction in the subscription cost. Instead, we just had a price increase about two months ago.

TWC is now charging more money for fewer channels then when I first signed up (there product is getting worse when you would expect it to get better).

TWC: Making your offering worse is not a good business plan when your competition (satellite) is marketing so aggressively to your existing customer base.

Well, could KLRU put KLRU2 on another over-the-air digital channel? Right now they have only two, the HD version of their base channel and "Create" aka "Cooking and Rick Steves". KLRN in San Antonio runs four digital channels. I personally would prefer flipping between base cable and rabbitears over being strongarmed into renting a stupid box.

This is rotten. However with the KXAN situation I leaned that a $10 digital internal antenna was plenty for me to get a great digital KXAN signal here without TWC and I suppose I will now get KLRU2 that way too. Wonder how many of these before I realize that TWC is not worth it after all?

I may be wrong but I believe KLRU is now transmitting in digital format, which will not work at the twc basic tier. So I dont think the case is that TWC is moving it to a higher tier but a situation where they have to because of the technology.


HOLLOWAY responds: KLRU2 already is on Cable 255 ... it's been there for quite a while. There's no technological reason why it couldn't stay on Cable 20. The reason, as Time Warner has confirmed, is the cable company wants the extra bandwidth to use for more HD programming for subscribers. KLRU2 is not an HD channel.

TWC really knows their PR. Fresh on the heels of the dust up with LIN (regardless of who was right) TWC is going to take away a channel from the basic and standard subscribers. And just like with National Geographic and the NOAA Weather station removals (51 and 44, respectively) nothing will be put in its place. Less options for (inevitably) more money.
