All westbound lanes of Texas 71 in Bastrop, at Old Austin Highway are blocked after a wreck involving an 18-wheeler.

The 18-wheeler appears to be flipped over in a photo posted by the Bastrop County Office of Emergency Management on its Facebook page. Officials do not know how long the road leading into Austin will remain closed and did not know of any serious injuries as all passengers had appeared to exit their vehicles.

The wreck happened shortly before 1 p.m., officials said, and involved the 18-wheeler and a pickup that ended up in the frontage road.

Derailed train causes road closure in Northeast Austin

A derailed Capital Metro train near the intersection of Daffan Lane and Johnny Morris Road in Northeast Austin will have westbound Daffan Lane closed for another couple hours, authorities said.

Capital Metro spokesman Adam Shaivitz said the derailment was, “Not something I would describe as major.”

“It’s not a situation with cars on their sides, just off the track,” Shaivitz said.

The “nine or 10” empty rail cars that derailed around 6:30 p.m. Friday were moving Westbound in an area Shaivitz said trains do not usually exceed 10 mph.

Shaivitz said Capital Metro has brought in a re-railing crew and it’s possible the whole situation would not be cleaned up until the early morning hours. Any rail cars in blocking traffic would likely be cleared within a couple hours, he said.

He was not able to say why the train derailed, but said crews will inspect the tracks to determine whether they could have caused the derailment.

Triathlon causes traffic snarl near Austin High

Parents and staff of Austin High School encountered a traffic snarl Monday morning as students being dropped off to make up a February snow day ran into a blizzard of adult athletes.

School district officials said they worked with the Capital Texas Triathlon organizers to fashion an alternative route for school buses as well as parents and staff. Still, with joggers and walkers off for Memorial Day also converging on that area to hit the Lady Bird Lake trail, the traffic was so bad that the Austin High principal had to add 20 minutes to the school day to accommodate students who came in late.

At one point a police officer and Austin High administrator were out on Stephen F. Austin Drive in front of the school attempting to direct traffic in and out of the parking lot west of the school.

The triathlon, traditionally held on Memorial Day, forced the closure of Riverside Drive between Lamar Boulevard and South First Street until about noon Monday.

Carmen Luevanos, a spokeswoman for the Austin Independent School District, said Austin High students were having finals Monday, as were students at other district high schools. Wednesday is last class day for AISD’s 2010-11 school year.

TXDoT: Texas 71 now open

UPDATE Texas 71 near Burleson Road and Congress Avenue is now open.

EARLIER Traffic along the frontage roads of Interstate 35 near the Texas 71 closure has been a bit more congested today because of strong winds that have made it challenging to use the cranes and because there are several events going on in town today, Texas Department of Transportation spokesman John Hurt said.

“The work has been going fine but the wind caused a setback,” Hurt said. A portion of Texas 71 near Burleson Road and Congress Avenue was supposed to be open by Saturday afternoon but Hurt said that slowed construction meant that the road wouldn’t re-open until between 6 and 8 p.m. tonight.

Hurt said that the overall schedule for the closure at Interstate 35 and Texas 71 wouldn’t be affected by weather or other traffic congestion this weekend.

“The delays have been greater today because of the UIL game, Mardi Gras weekend and Explore UT,” Hurt said. Despite greater traffic volume, Hurt said, “based on our experience in previous weeks, travel time through construction areas is about 8 to 10 minutes.”

UPDATE, 8:19 P.M.: If you can, avoid traffic around I-35 and parallel roads in South Austin

With north and southbound lane closures on Interstate 35 this weekend, traffic is spilling out to roads parallel.

The traffic is related to flyover construction around Ben White Boulevard.

UPDATE, 8:19 P.M.: John Hurt, a spokesman for the Texas Department of Transportation, estimates that Interstate 35 will be fully reopened by 2 a.m. Sunday.

UPDATE, 5:51 P.M.: John Hurt, a spokesman for the Texas Department of Transportation, says Interstate 35 could open back up by midnight tonight. The work is ahead of schedule, he said — the interstate had not been expected to open back up till 5 a.m. on Sunday.

Frontage roads, not surprisingly, are backed up. But so are streets that drivers are seeking as alternatives. On South Congress Ave., for example, traffic is bumper-to-bumper today between Oltorf Street and Ben White Boulevard. Streets feeding into the interstate, such as Oltorf, are also seeing heavy traffic. Roads further away, like South First Street, are seeing only moderate traffic.

Here’s what TexDot has to say about the closures:

AUSTIN — Construction on the new flyovers at Interstate 35 and Ben White Freeway will cause the closure of the north and southbound lanes of the interstate this weekend, weather permitting. The Texas Department of Transportation (TxDOT) says the southbound lanes will be detoured to the access road at the Woodward St exit (# 231) beginning around 10:00 PM Friday. The northbound closures are expected to start at approximately 6:00 AM Saturday. Northbound traffic will detour to the access road on a temporary ramp constructed north of the US 290/SH 71 exit (#230). Southbound traffic wishing to reach eastbound Ben White Fwy will turn around at Stassney Ln and return on the northbound access road. Northbound traffic wanting to go to westbound Ben White will turn around at Oltorf St and return on the southbound access. All lanes are scheduled to reopen by late Saturday night or early Sunday morning.

The closures are associated with TxDOT’s $26-million project to add four new direct-connection ramps to the interchange and are required to place steel beams over the interstate main lanes. These beams will provide support for the deck of the direct connector from westbound US 290 to the southbound interstate. When the project is completed, two ramps will connect east and westbound Ben White Freeway to southbound Interstate 35; two additional ramps will connect northbound interstate traffic with east and westbound Ben White.

During the closures, two lanes in each direction will be maintained through the ramps and on the access roads. One access road lane will be utilized for local traffic. Intersections will be closed to crossing traffic, and main lane traffic will be continuous. More details are available at: http://www.txdot.gov/projectinformation/projects/austin/benwhite_i35/default.htm

The northbound lanes will be closed the weekend of March 4 to complete the westbound to southbound structure.

Wreck involving ambulance leaves 5 injured

Update: Authorities have reopened 15th Street at Interstate 35.

Earlier: A collision today at 15th Street and the Interstate 35 service road has left five people injured, including two seriously injured: a patient with stroke symptoms being transported by ambulance to University Medical Center Brackenridge, and a woman driving a Toyota Yaris, an official at the scene said.

Three others were injured and are listed in stable condition: two emergency medical services workers and a firefighter, according to Janelle Boone, commander of Austin-Travis County EMS.

Westbound lanes of 15th Street at I-35 remain closed. One lane of the southbound I-35 service road has reopened.

Earlier: A collision involving an Austin-Travis County Emergency Medical Services ambulance has left four people seriously injured, including several emergency responders, and forced a road closure of the southbound Interstate 35 service road at 15th Street, a police official said.

The collision occurred shortly before noon and left at least four people injured, including two EMS workers and a firefighter, the official said. The fourth injured individual was in a Toyota involved in the collision, the official said.

The collision has forced the closure of the service road at 15th Street. It will likely remain closed for some time as police investigate since the collision involves a public services vehicle, police said.

A woman was unconscious at the scene following the collision, the official said. At least one patient was being taken to University Medical Center Brackenridge, the official said.

TxDot: Traffic around Interstate 35 closure delaying travel time by 15 minutes

Update: 6:16 p.m.

Traffic continues to snarl roadways around Interstate 35 because of work on flyovers at the interstate’s intersection with Highway 71.

Heading southbound out of town, traffic on the interstate and on the southbound frontage road is bumper-to-bumper starting just north of Oltorf Street.

Earlier:

John Hurt, a spokesman with the Texas Department of Transportation, said this afternoon that traffic near lane closures at Highway 71 and the northbound and southbound lanes of Interstate 35 is running smoothly.

He said that toll roads, which are free because of the closure, have seen lighter than expected traffic from local drivers. Hurt said that drivers along Interstate 35 can expect a 15-minute delay during travel today during the closure.

No major accidents or traffic snarls have been reported so far today, he said.

Student injured in wreck near Akins High School

UPDATE: An Akins High School student was the only person taken to University Medical Center Brackenridge, Austin/Travis County EMS spokesman Warren Hassinger said. The 17-year-old student driver sustained non life-threatening injuries, Austin school district and police officials said.

The first vehicle was driving south on South First Street, lost control and hit a telephone pole, police officials said.

In a separate crash, the other two vehicles collided with each other as the drivers gawked at the initial wreck, police officials said.

Police officials now say that only the student was injured in the crash. Three other students in that vehicle were not injured, police said.

EARLIER: Emergency crews are on the scene of a multi-vehicle crash near Akins High School on South First Street in South Austin.

Police officials say three vehicles were involved in the crash. At least one car hit a power pole, officials say, and one female was trapped inside.

Six people are treated for potentially serious injuries, but Austin-Travis County EMS officials say none appear to be life-threatening. Two other vehicle occupants are refusing treatment, officials said.

Three victims were initially being taken to Dell Children’s Hospital, EMS spokesman Warren Hassinger said. Those patients are now being taken to University Medical Center Brackenridge, he said. Officials did not know how many patients are Akins students, if any.

All northbound lanes of South First Street just south of Akins have been shut down, officials said.

An Austin school district spokesman had no details on the crash.

The power pole was slightly damaged, and the line was sagging, Austin Energy spokesman Ed Clark said. One customer is without power, he said.

House move delays traffic on MoPac

JWJ14065-web.jpg

A house without a home is causing plenty of headaches for drivers on MoPac Boulevard (Loop 1) near downtown this morning.

Delays moving the home, which was being towed by a trailer, has periodically blocked portions of southbound MoPac since before 4 a.m., according to Austin police.

The home has at least partially slipped off the trailer several times at different places along MoPac, first blocking the southbound entrance ramp to Westover for about 30 minutes, according to Austin police.

An hour later, and just shortly before 6 a.m., the trailer and home were stopped again, blocking the inside lane of MoPac at the southbound exit for Cesar Chavez, police said.

It remained there by 9 a.m., and a crew was looking to find a better route to get the home to its final destination, a police spokesman said Tuesday.

Elsewhere, the low water crossings at 2400 Hoeke Lane in Southeast Austin and 7900 Postem Lane are closed due to flooding.

Access road near Echelon building fully open

A U.S. 183 frontage road lane that remained closed for more than two months after a plane struck a nearby Northwest Austin building reopened today.

The last remaining lane along the southbound frontage road of U.S. 183 reopened at about 1 this morning, said John Hurt, a spokesman for the Texas Department of Transportation.

The move comes 10 weeks after Andrew Joseph Stack III flew a single-engine airplane into the Echelon office building on Feb. 18. The entire frontage road was initially closed for about two weeks, and at least one lane was closed until today, Hurt said.

Hurt said several issues have been addressed that allowed the full frontage road to reopen, including the removal of Internal Revenue Service files from the building as well as assurances that the building was structurally safe.

Hurt said it’s possible that the lane could see some overnight closures to accommodate work to rebuild the building.

“I don’t think we are going to see any extended closures” again, Hurt said. Perhaps “a night or two as reconstruction” moves forward.

Identities of Tuesday traffic fatalites released

UPDATE 10 AM WEDNESDAY

Police today announced the identities of the two people killed in separate car wrecks early Tuesday. Michelle Las, 35, was killed on FM 1825 when she lost control of her BMW, police said.

Marvin Hardeman, 53, was the man killed when he lost control of his Chevrolet and hit a concrete wall off the frontage road of northbound Interstate 35 between 51st Street and U.S. 290 East, police said.

TUESDAY

Two people were killed in separate single-vehicle crashes in the Austin area early Tuesday morning, according to police officials.

Shortly before 1 a.m., a 35-year old woman lost control of her BMW in North Austin while traveling south on FM 1825 close to an exit ramp from Interstate 35, police said. The vehicle left the roadway, crossed nearby Wells Branch Parkway, entered a field, struck a ditch and rolled over, police said.

It appears excessive speed may have been a factor in the crash, police said, but it is still unclear if alcohol was also a factor. The woman was wearing a seat belt, police said.

She was pronounced dead at the scene.

About two hours later, the driver of Chevrolet lost control and hit a concrete wall off the frontage road of northbound I-35 between 51st Street and U.S. 290 East, police said.

This 53-year-old man was ejected from the vehicle and also was pronounced dead at the scene, police said. It does not appear that excessive speed or alcohol were factors in the crash, police said. However, the driver was not wearing a seat belt, police said.

There was a puppy in the Chevrolet, officer Dennis Farris said, who was taken to animal control.

There were no other injuries in either crash, Farris said.

Identities of both drivers are being withheld, pending notification of family, police said.

Any witnesses are asked to call Austin police at 974-8266.

Dessau Road lanes could remain closed today, officials say

UPDATE: Dessau Road lanes that have been closed due to ongoing repairs to a wastewater line could remain closed today, an official said Wednesday.

Crews spent most of the evening until midnight last night “still digging and excavating” looking for a suitable piece of pipe, Kevin Buchman, Austin Water Utility spokesman, said Wednesday morning.

The existing pipe was placed there in 1987 by a municipal utility and it needs extensive repairs, Buchman said.

“It’s just falling apart,” he said. “We want to make sure it’s a correct repair and a repair we don’t have to go back and make.”

For now, Buchman anticipates the lanes reopening sometime this week, but not necessarily today as crews expected yesterday. Most recently, crews had to resolve traffic issues for a nearby apartment complex, Buchman said.

For now, the northbound lanes of Dessau remain closed for a few hundred feet around the construction site, reducing traffic down to two-lanes going in either direction, Buchman said.

EARLIER: Beginning this evening between 8:00 p.m. and 10:00 p.m., the southbound lanes of Dessau will be reopened and the northbound lanes will be closed. Traffic will be reduced to one lane in each direction but now using the southbound lanes.

web0306sinkhole.jpg

Work continues today on Dessau Road in Northeast Austin as crews try to fix a break in a wastewater line that either created or was damaged by a sinkhole Friday, an official said today.

The southbound lanes of Dessau near Parmer Lane are closed, reducing traffic to one lane in each direction.

The work is now expected to be completed Wednesday, Austin Water Utility spokesman Kevin Buchman said this afternoon.

Crews originally expected to have the line and the sinkhole repaired by Sunday, but more damage was discovered this weekend, Buchman said. This morning Buchman said that the repairs could be completed by today.

Unlike what was reported initially, Buchman said today that three wastewater lines — 8 inches, 12 inches and 14 inches — that feed into a manhole at the site were damaged, either by the initial failure or when the ground around the break eroded.

Crews have repaired the 8-inch and 14-inch lines, but work remains on the 12-inch line, Buchman said.

UIL, Explore Texas events to draw UT crowds

Crowds and traffic are expected near the University of Texas for several events this weekend, including their annual “Explore Texas” open house and an athletics event.

University Interscholastic League events began yesterday at the Frank Erwin Center and will continue through Saturday.

Also on Saturday, the university will host “the biggest open house in Texas.”

Dennis Delaney, parking services manager for the university, doesn’t expect any road closures, but says parking at lots along Red River Road will be available to guests as well as nearby garages.

Delaney said visitors can park at lots 70, 80 and 99 along Red River between the soccer stadium and the Erwin Center.

There will also be parking available at the Trinity garage at 1815 Trinity St. and Manor garage at 2017 Robert Dedman Drive, he said.

Also, there will be parking for people requiring assistance at lot 118 north of the Erwin Center, while the lot south of the center, lot 108, will be reserved for UIL officials, he said.

Delaney also said parking at lots 103 and 104 near Disch-Falk Field will not be available for UIL parking since it’s reserved for more than 450 buses planning to be there for Explore Texas.

Chemical spill tying up traffic, delaying school buses

Emergency officials said today that two people were injured in a wreck that caused a chemical spill at 9804 West U.S. 290, at the intersection of Oliver Street in Southwest Austin.

The two people were taken to University Medical Center Brackenridge with non-life threatening injuries, officials with Austin Travis County Emergency Medical Services said.

Officials said all east and west bound lanes of U.S. 290 from Oliver Street to the “Y” at Oak Hill were closed to traffic at 4:40 p.m. All lanes were re-opened about an hour later.

Emergency officials said an 18-wheeler carrying chlorine was involved in the wreck, but no other information was immediately available.

The snarled traffic caused delays for Austin school district bus drivers who had to take alternate routes.

School district officials said parents of about two dozen students attending Kiker and Oak Hill elementary schools, and who ride Austin school buses, were asked to pick their children up at those campuses. Students will be supervised by adults while waiting for their parents to pick them up.

Students from Clayton and Oak Hill elementary schools who lived east of the wreck were delayed in getting home. Buses for Small and Gorzycki Middle Schools, Bowie High School and any magnet students and students from the Ann Richards School will also be delayed.

The school district’s Transportation Department is working with law enforcement officials on the scene to get the buses back on route as quickly as possible, officials said.

Air traffic modest, usual heavy holiday road traffic

Traffic in the Austin-Bergstrom International Airport terminal, after a brief spike from 6:30 a.m. to about 8 a.m. today, has been moderate as the day progressed, said airport spokesman Jason ZIelinski.

There were modest-length lines at security and ticketing during that early morning rush, Zielinski said, but none to speak of since then. Parking lots B, C, D and E were full as of 2:30 p.m., leaving room in the close-in garage ($18.48/day, plus tax), A ($9.24/day, plus tax) and remote lots F and G ($6.47/day, plus tax).

To get real-time updates on the parking lot situation at the airport, go to abia.org and click on the “parking” tab, or call 530-3300.

Road travel in every direction out of Austin today is likely to be heavy, as usual, but should not be hampered much by road construction, said Chris Lippincott, a spokesman for the Texas Department of Transportation.

The only road construction currently under way in Travis County is on Texas 71 near Hamilton Pool Road, Lippincott said. However, Lippincott said TxDOT makes a point of interrupting road construction projects and minimizing lane closures as much as possible during high traffic holiday periods.

Travelers can check the status of roads on their itinerary on the TxDOT road conditions Web site.

Austin area drivers are paying an average of $2.51 a gallon for gas this week, unchanged from a week ago, according to AAA Texas. Gas prices were on the rise last month but have since leveled off.

The statewide average for gas this week is $2.50, AAA said.

Police announce initial results of traffic safety program

Austin police this morning announced the initial results of a traffic initiative intended to target and ticket aggressive driver on the city’s major highways.

The initiative, called Ticketing Aggressive Cars and Trucks, was created with $640,000 in federal grant money awarded to Austin police in June, Commander Donald Baker said.

The goal of the program, which has been in effect for two months, is to cut down on the number of traffic fatalities and serious injury collisions in Austin, he said.

As part of the program, patrol officers drive up and down some of the major highways in Austin, like Interstate 35, U.S. 183, U.S. 290 and Mopac (Loop 1) . A supervisor or officer will ride with a truck driver in an 18-wheeler to watch for traffic violations like drivers who are driving too close to other vehicles or failing to use their signals. The supervisor in the truck will then notify patrol officers via radio and pull over the aggressive driver, Baker said.

Baker said it was too soon to tell if there had been a noticeable reduction in traffic fatality accidents or serious injury collisions. Officers have issued 4,067 tickets citywide since the inception of the program.

Warren Hassinger, a spokesman for Austin/Travis County Emergency Medical Services, said that three people were taken to University Medical Center at Brackenridge.

Hassinger said Herbert Leon White and his wife were in town from Georgia visiting their daughter when the wreck happened. Hassinger said White went into cardiac arrest en route to the hospital and was pronounced dead upon arrival. His wife has multiple fracture injuries, Hassinger said.

Police said the driver of the Dodge Ram also was taken to the hospital. No information on the driver’s condition was available. Stresing said the Volkswagen Jetta driver was treated and released at the scene.

Anyone with information about the accident can call APD vehicular homicide detectives at 974-8212. This is Austin’s 49th traffic fatality in 2008.

All northbound lanes of I-35 reopened following truck fire

All northbound lanes of Interstate 35 are now open in North Austin after one person was killed in a truck fire following a collision.

The wreck happened around 10:30 a.m. A police spokeswoman said that a small white car cut off a truck that was traveling northbound on the highway. The truck swerved to avoid the car and hit a trailer that was disabled on the shoulder of the highway. Two men were working on the outside of the trailer, said spokeswoman Veneza Aguinaga.

One of the men was pronounced dead at the scene, and the other was hospitalized before being flown to Brooke Army Medical Center in San Antonio with life-threatening injuries.

Two men who were in the truck were hospitalized with injuries that were not considered life-threatening, Aguinaga said. The white car involved in the wreck did not remain at the scene, she said.

Michelle Moore, who was at a nearby gas station, said she heard a series of explosions and then saw the truck “completely engulfed in black smoke.”

“It sounded like when the garbage truck picks something up and then drops it,” she said.

Barton Springs Road closures planned for weekend

From the City of Austin:

Starting Friday, July 25, at 8:00 p.m. two westbound lanes on Barton Springs Road between Bouldin and Dawson will be closed to allow for the installation of a new wastewater line. The work will begin Friday evening and will continue through Monday morning at 6:00 a.m. The work will continue for the next four weekends. Those planning to attend Palmer Event Center activities will still be able to access the Barton Springs Road visitor parking garage. The turn lane at that location will remain open and will be converted into a westbound lane. The two eastbound lanes will remain open and will not be impacted by the project.

The project is one of 100 wastewater improvement projects either completed or under construction in neighborhoods throughout the community. To date, 77 wastewater improvement projects have been completed since construction began in 2002. The purpose of the work is to construct new wastewater lines in priority areas to replace aging lines that leak raw sewage into our creeks and yards, presenting a serious threat to public health and the environment.

The work is part of the Austin Clean Water Program (ACWP), the City’s response to an Environmental Protection Agency mandate to repair and replace leaking sewer lines by June 2009 or face penalties of $27,500 per day per overflow. I-35 closures scheduled for July 9 in Willamson County

FROM WILLIAMSON COUNTY:

July 7, 2008 (Williamson County, TX) - There will be various lane closures on both the northbound and southbound main lanes of IH-35 at SH 29 on Wednesday, July 9, 2008, from 7:00 p.m. to 6:00 a.m. One lane will remain open at all times, with two lanes closed for construction. The contractors will be removing bridge slab formwork, which is a temporary mold for poured concrete. The work is expected to be completed in one night; however, Thursday is the backup day if the work takes longer than expected. All work is weather permitting.

Construction of northbound-to-southbound and southbound-to-northbound frontage road bridges (or “turnarounds”) was started in August 2007 and is anticipated to be completed at the end of the summer. The improvements will enhance mobility through the project area by allowing traffic desiring access to the opposite frontage road to do so without passing through the signalized intersection. The project is financed through the state’s Pass-through Financing program. The program allows counties to front the money for the design and construction of road projects with the state reimbursing the county for most of the expenses, almost 90 percent of the cost.

Traffic this weekend could get messy

Spring football, construction and the Cap 10K will cause traffic headaches and create a potential parking nightmare both on the University of Texas campus and downtown this weekend.

Tonight

The traffic shuffle will start on campus at 24th Street, when part of the street will be closed between 6 p.m. and 10 p.m. from the east side of the Hal C. Weaver Power Plant to the west side of the Power Plant Expansion so workers can assemble a crane for a construction project.

Tomorrow

The Orange-White Spring Football Game on campus will keep fans from parking in 52 spaces along the west and east curbs of San Jacinto Boulevard, according to University of Texas officials. If anyone has their car parked in this area, in an “A” or “F21” parking space, it’s best to move it before 1 a.m. Saturday when it could be towed or — as officials at UT said, “relocated, at the vehicle operator’s expense” to a lot near the Texas Swim Center on Robert Dedman Drive.

Sunday

Early in the morning, before the Capitol 10,000 begins on Congress Avenue, Riverside Drive will be closed between South First Street and Lee Barton Drive. Congress Avenue will be closed between Barton Springs Road and Cesar Chavez Street at 4 a.m. Street along the rest of the course will close down at 7 a.m. on Sunday.

Hesters Crossing construction wraps tonight

From the Texas Department of Transportation:

Tonight beginning at 8:30pm, TxDOT crews will complete the Phase Two demolition of the Hesters Crossing Bridge in Round Rock which began last Friday, February 8th.

The northbound right lane of Interstate 35 will be closed from SH 45 to McNeil Road so that work crews can demolish the remainder of an abutment on the east side of the bridge. The remaining two northbound main lanes of I-35 will remain open during this process. Traffic on the mainlanes of southbound I-35 will not be affected.

Also tonight, the SH 45 east and west direct connectors to North I-35 will be closed. Along the I-35 northbound access road, the left two lanes will be closed from Dell Centre Dr. to just north of Hester’s Crossing. Traffic on this stretch of the access road will be reduced to one lane.

Demolition and clean-up is expected to be complete by early Thursday morning, February 14th, and all lane closures are scheduled to re-open before morning rush hour. Tonight’s demolition means another weekend closure will not be necessary for Phase Two.

Construction of a new bridge at Hesters Crossing is part of a broader plan to improve mobility in the Hesters Crossing area. TxDOT and the City of Round Rock are also constructing new auxiliary roadways in the area to allow southbound frontage road traffic to bypass the signal at the Hesters Crossing Intersection.

Additional detours and lane closures will occur periodically throughout 2008 to accommodate the construction of the new bridge and auxiliary roadways. Information about these additional closures will be available at www.centraltexasturnpike.org and through recorded announcement on the project information line, 225-1503. The accident that led to the clean up happened around 5:15 a.m. No one was badly injured in the accident, police said, but it snarled traffic for more than five hours.

Marcus Cooper, a spokesman for the Texas Department of Transportation, said there also was minor pavement damage and about 200 feet of guardrail damage.

7-year-old girl dies from injuries in Killeen car wreck

A 7-year-old girl injured in a car wreck Jan. 11 in Killeen died Monday from her injuries, officials said.

Killeen police spokeswoman Carroll Smith said that Shalia Montryce Glenn was one of three passengers in a 2001 Kia Spectra involved in a wreck in the 1100 block of Stan Schlueter Loop around 1 p.m. on Jan. 11. The Spectra struck a 1999 Dodge Ram pickup that was trying to turn left, Smith said. The wreck is still under investigation.

Glenn was taken to Carl R. Darnall Army Medical Center, then airlifted to Scott and White Hospital in Temple. She remained in critical condition there until she died at 3 p.m. Monday, Smith said.

The three other passengers — a 10- and an 11-year-old, and a 33-year-old — were not badly injured, Smith said. They were not identified by police.

Odd oil spill in downtown Austin closes part of Sixth Street

City workers are still working to clean up a ruptured water line that sent thousands of gallons of an oil-and-water mixture over parts of Sixth Street and into Waller Creek on Thursday night, Austin Water Utility spokesman Kevin Buchman said this morning.

Crews had cleaned up 20,000 gallons of an oil-water mixture coming from the alley between the Driskill Hotel and the Littlefield building by 8 a.m., Buchman said.

It is unclear what caused oil to spill out with the water. Buchman said the source of the oil has not yet been determined, but that the oil had been contained and there were no environmental concerns because of the leak.

Because of the incident, water was cut off at the Driskill Hotel for a short period of time, Buchman said, but the hotel now has an alternate source of water. The Littlefield Building and other businesses in the area will also be without water today as crews clean up and repair the water line. Building managers posted a sign at the entrance of the Littlefield Building today saying there would be no water and that visitors would not be able to use the building’s restaurant or restrooms.

Two lanes of Sixth Street are currently closed between Brazos Street and Congress Avenue as crews break up the road to make repairs to the line. Buchman said he was not sure what caused the line to break.

Austin Fire Department Battalion Chief Palmer Buck said a passerby who saw the oil coming up from underground next to the Driskill Hotel called fire officials around 8:40 p.m.

“We were concerned that we also encountered oil flowing from under the ground,” Buchman said. He said some of the mixture entered a storm drain that led to the Waller Creek watershed protection area. Buchman said officials are not sure what type of oil was mixed in with the water.

Former Mayor Gus Garcia involved in fatal auto-pedestrian crash

Former Austin Mayor Gus Garcia was driving on North Lamar Boulevard on Sunday night when he struck and killed a pedestrian. It was the city’s first traffic fatality of 2008.

Austin Police Department Detective James Mason said the victim, a Hispanic man in his late 20s or early 30s whose name has not been released, walked into the street about 6:45 p.m. in the the 10400 block of North Lamar, near Sagebrush Drive south of Braker Lane, when he was struck by a northbound white Toyota sedan.

He was pronounced dead at the scene.

“It was unfortunate,” said Garcia, who served as mayor from 2001 to 2003. “The man crossed the street, and I couldn’t see him. He came out of nowhere.”

Garcia, 73, said he was driving to dinner with his son when the man stepped into the roadway. He stopped the car, went over to the man and called 911. He later gave a blood sample to investigators to test for alcohol or drugs in his system.

Mason said investigators don’t think that speed, alcohol or drugs were factors in the crash.

“It was dark, and the pedestrian was crossing mid-block, which you shouldn’t do,” Mason said.

Garcia was shaken.

“You don’t feel good about it,” Garcia said. “I can’t describe it any more than that.”

Mason said the driver was upset and was interviewed at the scene by victims’ services counselors. Garcia said that the police officers, Austin/Travis County Emergency Medical Services employees and victims services workers who aided him at the scene were “wonderful.”

Wanted: Drivers who try to save time by driving dangerously

Try to save yourself some time by driving on a shoulder and you’re likely to get a fine of up to $500, according to the Travis County Sheriff’s Office.

Deputies this morning were monitoring heavy traffic in Northwest Travis County this morning after getting increasing complaints over the last few months about impatient drivers, Travis County Sheriff’s Office spokesman Roger Wade said.

Last week, deputies monitored rush hour traffic and issued warnings at Capital of Texas Highway (Loop 360) and FM 2222, he said. This week, though, they’ve been back to see if drivers have gotten better — but they haven’t.

“People are waiting to make that right turn legally are being stopped by drivers driving illegally on the shoulder,” Wade said. “Then there are the bicyclists out here on 360 who are at risk.”

Within an hour’s time, 49 drivers were ticketed this morning alone, Wade said, for getting out of a line of traffic to pass drivers illegally by driving on an improved shoulder. On Tuesday, deputies ticketed 79 drivers in 2 hours, Wade said.

“We’ve been getting complaints from drivers on their cell phones and residents over the past few months,” Wade said. “We don’t want it to escalate in to road rage.”

Wade said that he witnessed at least one near collision this morning at the intersection. He said deputies will continue to monitor intersections along Capital of Texas Highway over the next couple of weeks to try to prevent drivers from driving on road shoulders.

Smooth sailing to Dallas? Traffic keeps moving on I-35

Football fans heading north to Dallas for the Texas-Oklahoma football game don’t have to worry about heavy traffic - at least for now.

Traffic was cruising along I-35 as of 2:15 p.m. Friday. All reports we’re receiving from staff and from various officials show a smooth ride into Dallas.

The only glitch at this time is a 4-mile work zone in Hill County that has lane reductions in place for northbound traffic, providing only one lane in each direction at the I-35 east/west split north of Hillsboro. But there’s a way around it. Sports editor John Bridges looped around the lane closure by taking FM 308.

texasdallasaustinOUmap.jpg

The two-lane road, which connects with I-35 just north of Waco and loops east of the interstate before rejoining it between Hillsboro and Waxahachie, offers a nice view of cottonfields … and hardly any other cars, Bridges reports.

The trip from Austin to Dallas, with the detour and a pit stop, took about three hours and 10 minutes, Bridges said. Of course, that was leaving at 8:30 a.m., much earlier than most Longhorn fans will be making the trek.

Travel lanes on I-35 increase to two lanes approximately one quarter mile north of the split. At 3:20 p.m., a statesman.com reporter said traffic was down to about 15 mph near the split. The alternate route of FM 308 is sounding better …

If you stay on I-35, follow the signs and stay in the right lane north of Farm to Market 286 in Hillsboro in order to access the single lane leading to I-35E northbound.

This construction project is part of an ongoing $1 billion effort to expand I-35 between Georgetown and Hillsboro.

Currently, 17 projects on I-35 are either underway or scheduled for construction along this 94-mile stretch of highway, through 2011.

As a result, football fans and all motorists traveling through the area will contend with the possible delays for several years to come.

“We hate to slow anyone down heading to Dallas for the game,” said Amadeo Saenz, TxDOT executive director. “I urge everyone to have a safe and sober drive to Dallas this weekend.”

Saenz noted roughly 45 percent of the state’s population lives within 50 miles of I-35.

Round Rock to open second phase of A.W. Grimes Blvd.

From the City of Round Rock:

The City of Round Rock will hold a “Golden Spike Driving” instead of a ribbon cutting at 10 a.m. Wednesday, June 13, to celebrate the long-awaited opening of the second phase of A.W. Grimes Boulevard. The theme of the event is “Bridging the Great Divide: Connecting North and South Round Rock.”

Mayor Nyle Maxwell will serve as master of ceremonies. Representatives from the business community, neighborhoods, public safety and public schools will be making brief remarks about the impact the new road will have on Round Rock. A Union Pacific locomotive will be positioned on the railroad bridge over the new road. As the ceremony closes, the train will blow its horn and chug out of town to punctuate the event.

The event recalls the famous golden spike ceremony marking the completion of the First Transcontinental Railroad, when Leland Stanford officially joined the Central Pacific and Union Pacific railroads on May 10, 1869, at Promontory Summit, Utah.

The opening of A. W. Grimes Boulevard will significantly change traffic patterns in east Round Rock because it will be the only major north-south road between Mays Street and Red Bud Lane to cross Brushy Creek as well as have a grade separation with the Union Pacific railroad line that parallels U.S. 79.

A.W. Grimes Boulevard will also provide motorists with an alternative to IH-35 between Pflugerville and Round Rock by connecting to Grand Avenue Parkway on the south and FM 1460 to the north.

Yager Lane Bridge over I-35 now open

From the Texas Department of Transportation:

TxDOT has replaced the outdated two-lane Yager Lane Bridge over Interstate 35 in Austin with a new six-lane bridge. The Yager Lane Bridge opened to traffic today after a brief ribbon-cutting ceremony. The bridge will align on the west side of the interstate with Yager Lane and on the east side with Tech Ridge and Canyon Ridge Boulevard. Yager Lane Bridge will also have two turnarounds for north- and southbound traffic on the frontage roads. The existing center median lighting will be replaced with seven high mast lights located between the TxDOT right-of-way and frontage roads for the length of the new bridge median. Construction started on Feb. 22, 2006, and the demolition of the old Yager Bridge started approximately three months later on June 5.

“Working over this section of I-35, which carries an average daily traffic count of 75,000 vehicles, is a huge challenge,” says Terry McCoy, TxDOT’s North Travis area engineer. “One of our primary objectives is to manage construction so that it has the least impact on traffic,” he says. When the old Yager Lane Bridge was demolished, engineers kept traffic lane closures to a minimum by moving I-35 traffic to other existing roadways. “We never actually closed the main lanes of I-35 when we demolished the bridge,” McCoy says. “We closed frontage roads and moved the main lanes around so we weren’t working over mainline traffic and used the existing frontage roads as the main lanes.”

The frontage roads are now elevated to the level of the new bridges with the use of retaining walls to limit the amount of additional land needed for the project. “This 11-month project is part of a master development plan that provides residents and businesses in the area better access to I-35,” according to TxDOT District Engineer Bob Daigh.

TxDOT expects the new Tech Ridge / Yager Lane interchange, with the I-35 frontage roads, to be completed and operational by June 2007.

Expect traffic delays during Texas Relays

Motorists in Austin should expect significant delays on Interstate 35 this weekend. The Texas Relays, sponsored by the University of Texas, will result in changes to normal downtown traffic. According to the Texas Department of Transportation (TxDOT), the following modifications will be in effect Friday and Saturday nights:

• The southbound MLK/15th St. exit ramp will be closed.
• The southbound exit ramp to 12th and 11th Sts. will be closed.
• The southbound exit ramp to 6th to 8th Sts. will be closed. • The southbound exit to 1st St. will be closed.
• The northbound 6th Street exit ramp will be closed.
• The south to north turnaround at 5th St. will be closed.

According to TxDOT, all closures are scheduled to be in effect between 8:00 PM and 6:00 AM Friday and Saturday nights. However, if traffic conditions warrant, the closures could be in place by 7:00 PM Saturday.

The Texas Relays and related entertainment events result in thousands of vehicles converging on the downtown area throughout the weekend. The closures are designed to minimize disruptions on the Interstate main lanes, as those attending the Texas Relays use the access roads to reach the downtown area. TxDOT is coordinating this traffic control effort with the Austin Police Department and the University of Texas.

I-35 wrecks, reckless drivers snarl Round Rock's Wednesday morning commute

From the Round Rock Police Department:

I-35 wrecks, reckless drivers snarl Round Rock’s Wednesday morning commute

Round Rock police arrested two drivers early Wednesday morning during a series of related incidents that tied up Interstate 35 traffic for several hours.

Anne Elizabeth Pfertner, 23, of Georgetown was charged with Driving While Intoxicated and marijuana possession after a 4:30 a.m. incident in which she drove her 2004 Volkswagen through the guardrail and over the edge of the Hesters Crossing overpass at the northbound I-35 frontage road. Pfertner’s car came to rest atop the bridge abutment next to the highway’s main northbound lanes. She was not injured.

As a tow truck operator was removing Pfertner’s vehicle from the concrete abutment, a woman driving a 2003 Hyundai north on I-35 collided with the tow truck. The unidentified woman was treated by EMS at the scene. A police report cited “driver inattention” as the cause of the wreck. The wrecker driver was not injured.

Lance Alan Mann, 55, of Round Rock was arrested at about 6:30 a.m. and charged with reckless driving, unlawful carrying of a weapon and possession of a controlled substance. According to a number of witnesses, including emergency workers, Mann was driving a 2004 Mercury north on I-35 through the accident scenes, nearly striking two police officers and their vehicles while disregarding the officers’ directions, then nearly striking another vehicle at the Round Rock Ave. exit.

According to an arrest affidavit, Mann initially refused to yield to the lights and siren of an officer’s patrol car as the officer tried to stop him. Mann then accelerated across two lanes of traffic, spinning his tires before sliding to a stop. Witnesses reported that Mann was yelling obscenities at the officer, blaming police for the traffic delays because he was in a hurry to get home.

Arresting officers found an illegal club and a quantity of controlled medications - for which Mann had no prescription - in Mann’s car.

Reckless driving is punishable by up to 30 days in jail and a $200 fine. The drug and weapon offenses are both misdemeanors that carry penalties of up to a year in jail and a $4,000 fine.

Commuters deal with heavier traffic today

Traffic around the area is slower this morning due to bad weather, officials are reporting, which means that drivers should be patient during the slow crawl into work.

“In general, when it rains or the weather gets bad, traffic does get worse because people go a little slower and visibility is not as good,” said Cpl. Derek Israel, a spokesman for the Austin Police Department.

Underneath Interstate 35 northbound under the Riverside Drive bridge, a clogged storm drain has produced water over the road and one lane is shut down. Drivers should bear in mind that there will be delays in that area, Israel said. There were no reported increases in traffic crashes this morning, he said.

He advised that drivers give themselves plenty of time before heading out this morning.

Driver rescued after jack-knifed cab crashes over barrier

Wreck40-blog.jpg

The driver of a semi-tractor trailer was rescued from his cab after his truck jack-knifed on I-35 at the San Marcos River bridge around 11:25 a.m. Tuesday and the cab crashed over a concrete barrier and became suspended between the highway and west frontage road.

The truck driver and the passenger of a car involved in the wreck were taken to Central Texas Medical Center with unknown injuries. Identities of those involved in the wreck are not available.

According to police, the crash occurred when the driver of the empty gravel truck was entering I-35 just south of Highway 80 when he clipped a Ford Explorer traveling in the center lane.

The truck driver pulled to the right and his truck struck the guard rail, jack-knifing over the concrete crash barrier.

San Marcos Fire Rescue used a ladder truck to rescue the driver from the cab about 12:45 p.m.

At 1:45 p.m. Tuesday, southbound traffic began moving along the west access road as emergency workers continued to clean up the scene.

The wreck snarled traffic for more than two hours on I-35 Tuesday. The southbound lane of I-35 reopened shortly after 2 p.m.

Red Bud Lane at U.S. 79 to close overnight on Monday, Oct. 30,

A news release from the City of Roundrock

Red Bud Lane at U.S. 79 to close overnight Monday, Oct. 30, for bridge work

There will be a road closure on Red Bud Lane (County Road 122) immediately south of U.S. 79 in Round Rock from midnight Monday, Oct. 30, until 5:30 a.m. Tuesday, Oct. 31, for construction of a new bridge over Brushy Creek.

The current schedule is to close Red Bud Lane at U.S. 79 and at CR 123. This will allow the contractor to place the beams across Brushy Creek from the existing bridge. We are expecting the work to take about three hours. The roadway will be open by 5:30 a.m. Tuesday, Oct. 31.

The work is being done overnight to minimize the impact on the driving public.

The City of Round Rock is building a new, three-lane structure east of the existing bridge. When the new bridge opens, the existing bridge will be demolished and construction will begin on a new two-lane structure. The ultimate, five-lane bridge will improve traffic flows at the busy U.S. 79-Red Bud Lane intersection.

TxDOT moves up closure of McNeil Road exit to this afternoon

From the Texas Department of Transportation:

AUSTIN –The Texas Department of Transportation has moved up the scheduled closure of the northbound McNeil Rd Exit (#252) to this afternoon as part of a plan to deal with heavy traffic along the access road at Hester’s Crossing. The ramp will be closed permanently before afternoon rush hour traffic today.

State engineers and the City of Round Rock agreed to the closure as part of a plan to ease congestion at Hester’s Crossing/South Mays Street. State workers will be prepared to control traffic signals manually at the intersection to ease the backlog of motorists expected between 4:00 and 6:00 P.M. The action will allow more traffic to proceed up the access road to the next northbound entrance ramp just south of McNeil Rd. The state had scheduled closing the exit after 8:00 P.M., however, traffic engineers determined that the increased traffic flow required closing the McNeil Rd exit earlier to reduce the risk of accidents.

Mc Neil Rd traffic can use Exit 251 to reach the access road south of Hester’s Crossing.

TxDOT is closing four ramps near the State Highway 45 and Interstate Highway 35 interchange in preparation for the opening of new ramps connecting the interstate to SH 45. The SH 45 direct connectors should be completed in time for State Highway 130 and SH 45 to open just before November 1, 2006.
